Why is Apple so restrictive?

I've used Apple kit foryears, but sometimes the way Apple restricts what happens on its platforms annoys me. I don't want to jailbreak my iPhone, but I don't understand why Apple can't create a more liberal Sandbox app within which jailbreak/unapproved apps could work without affecting system security. That's a great idea, but Apple won't do it because carriers won't allow it you don't want those jailbroken apps stealing your data and sending it to malware-makers, do you?
