RK: It sounds as if a great deal of work will be required to get this off the ground. Who is going to fund it?

Eh: Quite right, it is a huge organizational
challenge but we already have everything in
place and can commence with implementation
immediately, once the SATRP Plan has been
promulgated. The SATRP will be funded by a
waste tyre management fee per tyre category,
which will ultimately be paid by the consumer.
The collection of the fee is suggested to be
implemented at manufacturer/importer level
and be passed on through the supply chain, as
a separate environmental cost item so as not
to inflate product prices. The collection of the
waste tyre management fee will be outsourced
to independent accountants, to ensure complete
transparency and to protect competitive
producer/importer information.
